The term originated from an ancient Chinese story where four people were executed for foolishly claiming they each deserved a reward of 250 gold pieces for a crime. Back in the old days when the Chinese packed money, they place 500 bucks in one envelope, which is called 封 in Chinese. So if 500 is 一封(one envelope), then 250 would be respectively半封 (half an envelope). The song plays on the saying, incorporating themes of bias culture in idol fandoms (including "bias" referring to judgmental criticism in idol culture).
