However... this was discovered to be inadequate. (Not enough.) A more adequate representation... Is that the positive charge creates a "Condition" in space. This potentiality for producing a force... Charges in fields have forces on them and move. (Watch the comb.) If we charge a body... say a comb... And move it back and forth. The paper will respond by always pointing to the comb.
